Reprieve to MBARIRE’s husband and NGILU’s son in law


Friday July 27, 2012 - The office of Director of Public Prosecution (DPP) has been restricted from introducing new evidence to the husband of Tourism Assistant Minister Cecily Mbarire and Water Minister Charity Ngilu’s son-in-law over a Sh26 million Ministry of Water scandal.

In his ruling on Friday, Justice David Majanja stopped the DPP’s office and the Ethics and Anti-Corruption Commission (EACC) from introducing new witnesses and evidence that were not disclosed to Dennis Edmond Apaa and Billy Indeche in the beginning of the trial.

Mr Apaa is the husband to Tourism Assistant Minister Cecily Mbarire while Mr Billy Indeche is Water minister Charity Ngilu’s son-in-law.

The two have been accused of conspiracy with other senior Ministry of Water officials in defrauding the Ministry of Water Sh 26.4 million through irregular awarding of tender to equip boreholes in Eastern Province.

The case will be heard August 7, 2012.
