Officials misled Kibaki to pick 47 county chiefs

Senior officials in the Office of the President are to blame for the controversial appointment of County Commissioners, the Sunday Nation can report.
Senior officials at Harambee House advised the President to appoint the commissioners without consulting the office of the Prime Minister.
The Sunday Nation has also authoritatively established that Prof George Saitoti, until his death last month the Internal Security Minister, and Attorney-General Githu Muigai were not aware of the appointments made on May 11.
Prof Saitoti was on an official visit to London and Prof Muigai was in Addis Ababa when the 47 commissioners were named, official diaries from that date show.
On Friday, there were accusations and counter-accusations over who was to blame for the embarrassment caused to President Kibaki after High Court Judge Mumbi Ngugi ruled against the appointments.
Highly placed sources at Harambee House confided that acting Head of Civil Service Francis Kimemia was in the picture about the appointments.
“There was a deliberate move to appoint the commissioners without consulting Prime Minister Raila Odinga, Prof Saitoti and even Prof Githu Muigai,” says the senior official, who cannot be named speaking on such a sensitive matter. Prof Saitoti “accepted the move” in public.
But Mr Odinga rallied his party MPs to fight the appointments both in and out of Parliament.
The AG confirmed that he was away on an official duty at the time but declined to comment further.Mr Kimemia referred queries to acting Internal Security PS Mutea Iringo, who did not immediately return requests for a comment.
