Court ruling sparks confusion in counties

Confusion reigned on Monday when some county commissioners reported for duty while others did not following a High Court ruling overturning their appointment.
A spot check by the Nation found that most of the commissioners in Western Kenya were absent from their workstations.
Siaya county commissioner Joseph Kimiywi had not reported to his office by mid-day. His secretary said they had not received any communication from him and, therefore, could not state whether he would report.
Ms Pauline Dola of Bomet County, who is among the 47 commissioners appointed by President Kibaki in May, was not in her office on Monday.
In Homa Bay County, commissioner Samwel Joseph Otieno spent the whole day at his office performing his usual duties. “Our bosses have instructed us to be in our offices and that is exactly what we are doing,” he said.
Kisii county commissioner Lydia Muriuki’s office remained open but she was not present. Ms Ann Ngetich of Migori County was absent from her office.
The situation was similar in Kisumu and Kakamega where Ms Lorna Odero and Mr Alex Kobia respectively kept off their offices.
Turkana county commissioner Julius Mathenge reported to office at the Lodwar DC’s office and officiated during Madaraka Day celebrations but he is currently undergoing some training.

Nandi county commissioner Matilda Sakwa has been discharging her duties from the office of former Nandi Central commissioner Ahmed Abdullahi.
In Busia County, Ms Joyce Isiakho has been in office since reporting on the eve of Madaraka Day. She operates from the Busia district commissioner’s office.
