Raila alleges scheme to derail laws

Prime Minister Raila Odinga has warned Kenyans against politicians out to frustrate the implementation of the new Constitution by seeking to make amendments on sections of the document.
He said efforts to abolish the Senate is a scheme to mess up the Constitution as senates will represent counties, protect their interests and oversee national revenue allocation to the county governments.
"Any attempt to get rid of the Senate will deal a death blow to the spirit of devolution. There can be no meaning devolution without the senate," he said at Rabuor and Ahero townships in Kisumu County.
He said the coming elections will be a contest between reformers keen to usher in change and pro status quo anti-reformers.
He noted that Kenyans voted overwhelmingly for the new Constitution that is geared towards devolving resources to the grassroots, and will resist any efforts to amend it.
The PM was upbeat ODM had emerged strong following recent grassroots elections, and will emerge victorious in the General Election expected next year.
He said ODM was the only party with a national outlook and was not affected by defections by those who have left to join other political outfits.
