Reforms in the national police service could be on course as the National Police Service Commission Selection Panel announced names of candidates shortlisted to serve on the National Police Service Commission.
The Hassan Omar Hassan led panel shortlisted 34 candidates out of 184 who had applied for consideration to serve on the commission that is expected to streamline operations in a revamped national police service.
The interviews kick off on 10th January, 2012 and run until 13th when nine people will be finally picked to serve on the National Police Serve Commission.
According to chapter 14 of the constitution, on National Security, the National Police Service is one of the national security organs, the others are the National Intelligence Service and the Kenya Defense Forces. Under Article 246 sub-article 2 the Commission will consist of nine persons including-
(i)     a person who is qualified to be appointed as a High Court Judge;
(ii)    two retired senior police officers; and
(iii)    three persons of integrity who have served the public with distinction
(b)the inspector general of the National Police Service
(c)both Deputy Inspectors General of the National Police Service
(3)The Commission shall-
(a) recruit and appoint persons to hold or act in offices in the service, confirm appointments, and determine promotions and transfers within the National Police Service
(4)the composition of the National Police Service shall reflect the regional and ethnic diversity of the people of Kenya.
Among the shortlisted candidates for the onerous task of transforming the dented image of the security apparatus in the country are former administrators including Malombe Nyamai who has previously served in the provincial administration.
Among the candidates are former military officers including Maj. (Rtd) Billow Khalid.
There are researchers in the list while others have served on various boards including the labor board on which one of the candidates Edna Ameyo Nyaloti has served.
Some including Esther Chui Colombini who has been garlanded for her tireless service to the public, including her efforts in mobilizing Kenyans living in the Untied States to contribute towards the resettlement of internally displaced persons following the post election violence that gripped Kenya in 2007 to 2008.
A lawyer and current commissioner on the Truth Justice and Reconciliation Commission - TJRC, Tom Chavangi is also among those shortlisted for interviews to serve on the commission that is being awaited with bated breath by both the public and the police.
Not to miss out are security analysts also shortlisted including Fred Nabea who has published on issues concerning terrorism.
The shortlisting of the candidates perhaps brings to an end a long drawn war of words among various people who have wanted Hassan Omar Hassan out of the panel that was tasked to shortlist the candidates.
