LATEST NEWS FROM IIEC



IIEC Partners with International Institute for Democracy and Electoral Assistance (IDEA)
The Interim Independent Electoral Commission (IIEC) entered into an agreement with International Institute for Democracy and Electoral Assistance on 16th August 2011 to establish a general framework in which both parties will cooperate on issues of common interest.
The two parties agreed to cooperate in the following areas:
  1. Assistance with capacity development of the IIEC/IEBC using the bridge curriculum and other mechanisms.
  2. Assistance with technical areas of electoral preparations for 2012 elections such as advisory services on technology for electronic registration, e-voting and results transmission and the piloting of early warning systems for conflict resolution.
  3. Assistance to the office of the Registrar of Political Parties.
  4. The parties may agree in writing on additional areas of operation.

THE IIEC WE KNOW
Recruitment of Regional Elections Coordinators (RECs), Constituency Electoral Coordinators
The IIEC has recruited 17 RECs. The REC’s from these regions or any other are not related in any way with the Commissioners. All jobs within the Commission were advertised and thereafter short-listing and interviews were done. The recruitment panelists consisted of Commissioners and Senior IIEC staff seconded from the Government. Every process was above board and very competitive. It is within the mandate of the Commission to recruit the secretariat. The Commission was looking for people with at least a first degree and more importantly experience in public management. RECs and CECs play important roles in elections. The CECs, for example, are gazetted as returning officers during elections and as registration officers during voter registration exercises. The RECs manage election operations in their respective regions.
The CEO, DCEO, Directors and Managers had not reported by the time of their recruitment. Senior officers, who were seconded from government, and the RECs co-ordinated the recruitment process while the Commissioners did the actual interviews.

Technology is a Winner for the Electoral Body
The use of technology in the management of elections continues to win public praise and awards for IIEC. The Commission took 2nd position at Kisumu ASK show, in the Information and Technology Broadcasting category, all attributed to the now popular Electronic Voter Registration (EVR) and Electronic Vote Transmission (EVT) systems. The Kenya Ports Authority were the winners in this category.

Law Establishing New EMB Published
The Act establishing the Independent Electoral and Boundaries Commission (IEBC) has been published in the Kenya Gazette Supplement No. 58 of 5th July, 2011. It comes into force after 14 days from this date of publication and it is then that the President, in consultation with the Prime Minister and with the approval of Parliament, be expected to appoint a panel to recruit Commissioners. The IIEC Chairman and Commissioners remain in office until a new team is appointed.
