Kibaki, Raila to shuffle Cabinet and name AG

President Kibaki and Prime Minister Raila Odinga are expected to name a new Attorney-General and carry out a mini Cabinet reshuffle next week.
The two principals have been consulting to end a stalemate over the two issues that have been at the centre of a row between them for the past three months. (Read: Lobbying in top gear as Kibaki, Raila meet over Wako successor)
Interviews with people close to both the President and the PM revealed that they have overcome the sticky issues on the naming of the next AG to replace Mr Amos Wako, who is scheduled to quit Sheria House by August 27.
It was also understood that Mr Odinga will finally have his way in his bid to replace suspended ministers William Ruto and Henry Kosgey, who have declared their loyalty to another party.
Sources said the principals held meetings over the issues last week and early this week as the urgency to appoint a new AG and other constitutional office holders gathered pace.
It is understood the deal involved horse-trading, with the President getting his choice of AG and Mr Odinga getting rid of rebel MPs in his line-up of ministers.
Aides of both the President and Mr Odinga declined to confirm the developments, insisting that the consultations were between the two principals.
However, independent sources conversant with the issues said names of who is to appointed AG, or dropped in the reshuffle had been floated but a decision had not been arrived at.
Among the candidates floated to replace Mr Wako are Prof Githu Muigai, Mr Fred Ojiambo and Ms Betty Murungi.
In addition to reshuffling his wing of the Cabinet, the PM is said to have proposed his preferred choices for AG although he is being offered another high profile office in exchange.
Among MPs said to be lined up for Cabinet posts include Mr Magerer Lang’at, Prof Margaret Kamar and Mr Musa Sirma. President Kibaki is also expected to fill the position of Sirisia MP Moses Wetang’ula.
On Thursday, a well-placed source from the Prime Minister’s office while confirming that consultations had indeed taken place denied that firm agreements had been reached.
“This is work in progress”, he said, stressing that both sides had put their recommendations on the table.
