Prof Muigai was sworn into office at a ceremony witnessed by President Kibaki at State House, Nairobi, alongside newly appointed Cabinet Ministers Prof Margaret Kamar (Higher Education, Science and Technology) and Musa Sirma (East African Community).
Other new appointees who also took oath of office at the ceremony include Kenya's first Controller of Budget, Mrs Agnes Odhiambo and Assistant Ministers Manson Oyongo Nyamweya (Trade), Mohammed Hussein Gabbow (Special Programmes) and the Rev Julius Recha Murgor (Environment and Natural Resources).
Prof Muigai thereafter drove to the State Law Office where his predecessor Amos Wako handed over at a brief ceremony.

A despatch from the Presidential Press Service (PPS) announcing that the appointees had taken the oath made no mention of Mr Edward Ouko, whose nomination to be Auditor General was also cleared by parliament.
Congratulating the appointees, President Kibaki urged them to serve Kenyans truthfully and in accordance to the stipulated laws.
Underlining that the rule of law is the guiding beacon of any society, the Head of State tasked the new appointees to remain honest in their new responsibilities and particularly to uphold the oath of office they vowed to.
The President stressed, “You have taken this oath before God. Be honest and remain faithful to the oath you have taken because other people are just witnesses.”
Wishing the new appointees good luck in their new capacities, President Kibaki urged them not to succumb to fear in the course of executing their mandate but to trust in God always.
He reminded them that they were undertaking a noble duty of serving God and the people of Kenya and there was satisfying reward at the end.
In attendance were the Prime Minister Raila Odinga, Justice Minister Mutula Kilonzo, Internal Security Minister George Saitoti, Head of Public Service and Secretary to the Cabinet Francis Muthaura, senior government officials and families of the new appointees.
