Kenya cabinet meeting holds first meeting

The laws will provide an elaborate policy and institutional framework
The Cabinet on Thursday held its first meeting this year under the Chairmanship of President Mwai Kibaki at State House Nairobi.
At the meeting the Cabinet discussed at length and approved the crucial County Governments Sessional Paper and County Governments Bill 2011.
The laws provide the legal framework for the operationalisation of the counties.
They deal with the issues of County Assemblies, functions of governors and other county officials, the county executive, the country public service, citizen's participation in country governance, county planning and delivery of county services.
The laws will provide an elaborate policy and institutional framework that ensures that the counties are off to a good start after the general election.
The County Governments Bill is one of the bills that must be passed 18 months after enactment of the constitution and should therefore be enacted by 27th February 2012.
The laws will now be forwarded to Parliament.
