The Rot at Independent Electoral and Boundaries Commission (IEBC) Reviled

The recent publication of new rules to oversee the selection of new Independent Electoral and Boundaries Commission (IEBC) commissioners, has cast doubt on the eligibility of the current serving IIEC commissioners.
The selection panel headed by Ekuru Aukot, in its rules seeks to lock out among others, those mentioned adversely in the probe reports by various government agencies.
This will further require clearance from Kenya Revenue Authority (KRA), Kenya Anti- Corruption Commission (KACC), Criminal investigation Department (CID) Director of Public Prosecution (DPP) and CEOs of professional bodies.
The raging impropriety at the IIEC offices has seen the conduct of some its commissioners cast in the negative light especially in procurement and staff hiring procedures. KACC is already investigating the matter Commissioner Isaak Hassan
He is the chairman of the commissioner. He is claimed to be good in proxy administration and media briefings even when he is miles away in foreign tours. He could be unaware of the workings of his commissioners.
Commissioner Davis Chirchir He is thought to have shares in proxy partnership with a number of local, international individuals and companies that supply goods, equipment and services to IIEC.
He is under the radar of accusations of supplying the IIEC with defective servers during the referendum.
Issues to do with his interference with recruitment and work of the ICT directorate purporting to be an IT guru, having worked as a general manager of Telecom Kenya, have emerged.
During his tenure at Telecom Kenya, it performed poorly, coffers were milked dry. He was sacked on the public broadcasting media.
The dossier further points that he single handedly interviewed and employed two of his former junior employees at Telecom in the IIEC’s IT directorate (Mr. Ng’eno and Mr. Ouma) without the involvement of Human Resource and Finance Committee.
While Commissioner Winnie Guchu She is accused of high handedness and interference with secretariat work to the extent of dictating who should be employed, appointed or promoted.

She is claimed to have pushed a Mr. Paul Ndegwa’s appointment as an ICT manager even without any specialty in the field. The interviewing panel at the IIEC raised several questions over his suitability to the position.
The commissioner is also being questioned on the alleged appointment of Anne Nderitu as manager, Partnership in the Directorate of Voter Education despite questions of integrity problems in the management of free primary education, in which tax payers’ billions were lost during her tenure as deputy District Education Officer (DEO).
The details of the above are thought to be found in the recent parliamentary report tabled by Prime Minister Raila Odinga.
This is after she was personally summoned to appear before a parliamentary committee investigating the scandal in the education ministry.
Commissioner Ken Nyaundi is mentioned alongside commissioners Guchu and Chirchir for supplying indelible ink, T- shirts and other voter education promotional materials.
He also claimed to have influenced the appointment of Regional Election Officers (RECs) and Constituency Election Coordinators (CECs) in Nyanza province without following the human resource policies and procedures of IIEC.
Commissioner Abiud Wasike is alleged to have influenced the appointment of his son (Arnold Wekesa Wasike) as a returning officer for Embakasi constituency, which clearly signifies conflict of interest against the IEBC act.
