TABLED

The country has edged closer to attaining a new constitution after tabling of the Proposed Constitution in Parliament.

Parliamentary Select Committee (PSC) on Constitution chairman and Mandera Central MP Abdikadir Mohammed tabled the Proposed Constitution in the House yesterday.

Speaker Kenneth Marende described the tabling of the document in Parliament as a "watershed" in the journey towards a new constitution.

"It is a long journey which started, two decades ago and which the Tenth Parliament gave impetus with the enactment of the Constitution of Kenya Review Act, 2008," he said.

However, it emerged the document had five contentious issues likely to derail its passage, which were isolated by the PSC during the weekend retreat in Naivasha.


He praised PSC for its achievements and MPs who had played a role in building consensus with stakeholders. "The achievements so far made should be applauded as they have brought us to the dawn of a new constitution," said Mr Marende.

The Speaker said Parliament was required to debate the Proposed Constitution within 30 days from yesterday. He said MPs were required to approve the draft constitution without amendments and submit it to the Attorney General for publication.

The other alternative is for House to propose amendments and submit the two documents to the AG who shall within seven days submit them to the Committee of Experts for consultation and redrafting.
