The Ethics and Anti Corruption Commission has stopped a Sh63 million multimedia contact centre project at City Hall annex. EACC investigators at City Hall said the project is "overpriced and not worth it".  City Hall and Sido General Contractors entered into an agreement on May 17, 2011 to establish multimedia contact centres to improve service delivery.
The EACC is demanding a refund of a Sh10m down payment. A forensic report conducted by Wachira Irungu & Associates in 2011 also questioned the release of the funds to the company before work had started. Sido Contractor's Robert Abuga put in a invoice of Sh10.5 million three days before taking over the site.
The amount was paid by cheque to the Sido Contractors account at Co-operative Bank on July 1. The contractors took possession of the site on May 27 and were expected to hand over the centre by August 29, 2011. The audit report reveals that a further Sh22.1million was not approved because the invoice value was higher than the certificate of work issued. Sido Contractors directors are listed as David Omodho, Gideon Omodho and Augustine Ojowi.
