Talks planned to end row over new laws

A meeting by a House committee seeking to resolve the dispute between the Attorney General and the law implementation commission will be held either on Friday or Monday.
Mr Abdikadir Mohammed, who chairs the Constitutional Implementation Oversight Committee (CIOC), told the Nation he would prefer to have the meeting away from Nairobi in a relaxed atmosphere that would give the parties a chance to speak freely.
CIOC has had to contravene a directive by the Speaker on committee meetings during January recess to step in and resolve the spat between AG Githu Muigai and Commission for the Implementation Committee (CIC) chairman Charles Nyachae.
“It’s a difficult year for implementation and we don’t need to have the main actors being the story rather than the actual implementation,” said Mr Mohammed.
The CIC accuses the AG of disregarding Article 261 of the Constitution, which requires him to consult the commission before tabling Bills in Parliament.
But Prof Muigai says his office does not take directives from any other institution and the role of the CIC is merely to advise.
The meeting will also involve ministers Uhuru Kenyatta (Finance), Musalia Mudavadi (Local Government), Mutula Kilonzo (Justice) and James Orengo (Lands) as they are preparing Bills required for the next phase of constitutional implementation.
