GSU put on red alert ahead of Hague date

Security personnel have been deployed to areas that were worst hit by clashes in 2008 ahead of the International Criminal Court (ICC) ruling on whether the Ocampo Six have a case to answer.
Contingents of officers from the General Service Unit, administration and regular police have also been sent to the home districts of the suspects to keep law and order.
Deputy Prime Minister Uhuru Kenyatta, MPs William Ruto and Henry Kosgey, Head of Civil Service Francis Muthaura, Postmaster-General Hussein Ali and radio presenter Joshua Sang are accused of bearing the greatest responsibility for the post-election violence and the court is expected to rule by January 23 on whether they have a case to answer.
On Monday, the court informed lawyers for the suspects that there was no need to travel to The Hague for the ruling as the decision would be issued in writing.
“On behalf of the Presiding Judge, I inform you that the decisions regarding the Kenyan cases will be issued at the latest on Monday 23rd January 2012 in writing and thus there is no need for any defence team to come to The Hague,” read the notice in part.
Internal Security assistant minister Orwa Ojode said the ruling was part of the reasons for enhanced security.
“We are beefing up security everywhere in the country. The ICC ruling is part of it since we have the Al-Shabaab threat. The security issue is something that is paramount. Let Kenyans not panic at all as we have put in place adequate measures to ensure there is peace,” he said.
Sources at Vigilance House told the Nation that more officers had been sent to Uasin Gishu, Nandi, Kericho, Nakuru, Naivasha and parts of Nairobi City, the hot spots during the violence in which 1,133 people were killed and another 650,000 displaced from their homes.
In Uasin Gishu and Nandi, the home counties of Mr Ruto and Mr Kosgey, GSU officers were deployed last week.
A senior police officer said this was expected to assure Kenyans and the international community that the government was ready to deal with any form of lawlessness arising from the ruling.
Nandi OCPD Nelson Okioga asked residents not to panic. “The deployment of GSU officers and police officers is a normal exercise and is aimed at improving security and deal with any act of lawlessness,” he said.
Major (rtd) John Seii, chairman of the Kalenjin Council of Elders, said the communities were prepared for the ICC ruling.
“We have done a lot in terms of reconciliation. What we need to understand now is that we need to work as Kenyans and not inclined to our tribes,” he told Xinhua News Agency in Eldoret.
Cooperatives Development minister Joseph Nyagah asked Kenyans to maintain peace regardless of the outcome of the ICC process.
“I appeal to all Kenyans regardless of which parties they belong or support to maintain peace because it is shameful for Kenyans to appear and be humiliated before international courts,” he told dairy farmers in Nandi County.
Source told the Nation there were fears the ruling could spark violence in parts of the Rift Valley.
The Ocampo Six are accused of murder, forceful displacement of people, torture and rape.
They were summoned to The Hague in September and October last year for the confirmation hearings.
In Uasin Gishu, residents called for more security to avert clashes.
“The government needs to put in place sufficient security system to ensure that any act of lawlessness does not occur when the ICC rules,” said Mr David Maina from Burnt Forest, the epicentre of the violence in 2008.
