MPs warned over plan to derail Constitution

Two ministers have dismissed plans by some MPs to block implementation of the Constitution if their salaries were taxed.

If MPs attempted to take such action they risked losing their parliamentary seats, warned Lands minister James Orengo and Planning assistant minister Peter Kenneth.
Mr Orengo said in case the MPs made good their threat and frustrated the implementation of the new laws, the public would go to court and seek dissolution of Parliament.
“Nobody in the 10th Parliament is ready for the dissolution of Parliament and seek re-election,” he said. The Ugenya lawmaker was speaking at Patant Primary School during a fund raiser.
Mr Orengo, who exuded confidence that the Constitution would eventually be implemented, said the MPs would not be reckless in their action to scuttle a process that has taken decades to obtain.
Mr Kenneth, who was speaking at Hawinga ACK church in Alego Usonga constituency, maintained that MPs should pay taxes as stipulated in the new Constitution.
“Taxation is a compliance and not negotiable issue,” added the Gatanga MP.
He asked the MPs to organise with KRA on the modalities of paying taxes instead of engaging each other in a public spat.
“I started to pay my taxes a while ago because I knew that the public will one day question the matter, therefore, my colleagues in Parliament should follow the cue,” added the Planning assistant minister.
At the same time, three ODM lawmakers from Nyanza have dissociated themselves from threats by a section of their colleagues out to frustrate the implementation of the new laws.
Mr John Pesa (Migori), Mr Joseph Oyugi Magwanga (Kasipul Kabondo) and Mr Martin Otieno Ogindo (Rangwe) said as MPs they are duty-bound to ensure that the new constitution becomes operational.
