The Cost Of Implementing The Law

There is a 6.6-billion-shilling hole in the budget to implement the new constitution. According to the Ministry of Justice and constitutional affairs, only 282 million out of the 6.8 billion shillings needed for the exercise has been allocated in the current financial year. The process lacks funds even in critical areas that have been allocated a one-year timeline in the constitution review act. Justice Minister Mutula Kilonzo recently cast doubts on the government's capacity to fund the implementation and suggested donors may have to help pay for the reforms.
