Prime Minister Raila Odinga said consensus on the draft constitution is impossible.
Addressing dignitaries at a cocktail event hosted by British High Commissioner Rob Macaire, he added that a referendum would be unnecessary if everybody agreed, ruling out calls for consensus on the draft being called for by some politicians and clergy.
“I have never seen any country go to a referendum with consensus. If there is consensus, there would be no need for referendum,” he said.
