A MUST read: DRUG LORDS in Kenya want ITEERE in office


Sunday August 12,2012 - The forces of impunity behind President Mwai Kibaki are working round the  clock, to ensure that current Police Commissioner of police Mathew Iteere becomes the first Inspector General of Police against the Kenya Police Service Act assented by the Head of State in August 2011.

The people behind this move is acting Head of Civil Service Francis Kimemia, Internal Security PS Mutea Iringo, Attorney General Githu Muigai and acting Internal Security Minister Yusuf Haji.

The group is alleged to have advised the Government Printer to deliberately fail to publish the Kenya Police Service Act in the Kenya Gazette as part of the wider scheme to derail the process of appointing the new police boss competitively and in accordance to the Act.

Instead, sources revealed that the team wants the August 27 deadline to pass so that Kibaki can overrule the Sixth Schedule of the new constitution that gives the president a leeway to appoint the IG using provisions of the former constitution.

This team is hoping that Kibaki can use the loophole (the Sixth Schedule) to either confirm current the Commissioner of Police Mathew Iteere or someone else of their choice, according to the source privy to the developments.

The sixth schedule of the Translational and Consequential clauses 3 (3) says: "Until the National Police Service Commission referred to in Article 246 is established, section 108 (2) of the former constitution applies to appointments, discipline and the removal of persons from office in the National Police Service."

"There is a conspiracy within a section of government and especially the OP to circumvent the constitution by forces of impunity," one of Kenyan legal expert said who spoke to the DAILY POST on condition of anonymity.

The source also said the people behind the Iteere appointment are drug lords who want to continue with their business with senior police protection.

Iteere is among the top senior government individuals who have been named in connection with drug trafficking in the country.
