Urgent and Detailed Investigations

President Mwai Kibaki has Monday directed the police to launch urgent and detailed investigations to apprehend those behind the disruption of a public rally at the Uhuru Park on Sunday.

Calling on Kenyans to remain calm, President Kibaki said that the government would spare no effort to get to the bottom of the heinous crime perpetrated against innocent citizens.

The President noted that the assault, which led to deaths and injuries of innocent lives, was not only an act of intolerance but had no place in the efforts being made to build a modern and prosperous nation.

The President said, "I wish to condemn in the strongest terms possible those behind the disruption of a meeting yesterday at Uhuru Park, which led to deaths and injuries of innocent Kenyans. This is a crime against the people of Kenya. It is an act of intolerance that has no place in the New Kenya that we seek to build."

The Head of State was speaking at the Kenya High School during celebrations to mark 100 years since the establishment of the institution.

He said, "In the meantime, I urge Kenyans to remain calm and tolerant. We must shame any retrogressive forces who do not respect democracy and the rights of Kenyans to hold different views."

President Kibaki condoled families, relatives and friends of the deceased and wished those injured a quick recovery.

Critical pillar

With regard to education, President Kibaki urged school managers and teachers to lay firm foundations for the development and attainment self-actualization among students.

The Head of State asserted that in the current highly globalizing world, education acted as a critical pillar of the socio-economic and political development of a nation.

He said that success in the country's educational endeavours would only be realized through close collaboration among all stakeholders.

"Success in our educational endeavors will only come out of hard work by students, teachers, the Board of Governors and the entire school community. I urge Parents Teachers' Associations and Boards of Governors in the country to work closely together in running our schools and in providing guidance to students so that we can bring up a generation of educated and responsible young men and women" noted the President.

The President stated that secondary education forms not only an important transitional stage but also offers a vital link to higher education as well an entrance into competitive careers.

The Head of State assured that the Government was committed to ensuring that the Kenyan youth accessed quality and globally competitive education and training.

In this regard, the President affirmed that the government was determined to continue allocating the largest share of the country's budget to the education sector.

He said that the objective was to give every young Kenyan a fair chance in life to equip them with knowledge and skills that would enable them secure a decent livelihood in an increasingly competitive global environment.

'Academic excellence'

The President remarked, "In the budget read last Thursday, the sector received a record 170 billion shillings. This large allocation is intended to allow for implementation of priority programmes that will facilitate overall national development as well as enhance individual well-being. For example, the Government spends 10,265 shillings per secondary school student per year under the Free Tuition Secondary Education programme."

During the occasion President Kibaki outlined measures that government had embraced to promote access to education among them the implementation of the affirmative action that reduced the cut off points for girls to 64 compared to 66 for boys.

He at the same time urged the elderly members of the society to act as role models for the youth and to socialize them into the culture of hard work.

On their part, the Head of State asked the students to uphold discipline and hard work as panacea to their success.

The President reminded the students to avoid drugs and substance abuse, which had the potent to ruin their academic and future career pursuits.

He commended Kenya High School for their impressive performance in the national exams, especially in mathematics and science subjects.

Said the President, "It is, therefore, necessary that students set their goals right, remain focused and be self-driven. I urge the current Form Four candidates to emulate the spirit of hard work exemplified by those who were here before them so as to maintain the school's tradition of academic excellence."

In order to address the various challenges afflicting the school, President Kibaki challenged various stakeholders, particularly City Council and Old Girls, to supplement government efforts to make sure the institution retains its position as a centre of excellence.

Reforms

Speaking during the occasion, Education Minister Prof Sam Ongeri thanked the President for his personal support to the education sector which has ensured that young Kenyans especially the girl child have access to quality education.

Prof Ongeri noted that under President Kibaki leadership many reforms have been implemented leading to an increase in enrollment learning institutions.

The Education Minister cited the introduction of Free Primary Education and Free Day School education as example of reforms that have boosted the education sector in the country.

Other speakers included Regional Development Minister Fred Gumo, who is also the area Member of Parliament, the Kenya High School BOG Chairperson Mrs Rebecca Masese, the school's PTA Chairperson Mr Samuel Mutungi and the school's Chief Principal Mrs Rosemary Saina.
