Who forged fake UK documents?

ON Thursday an MP filed forged documents in Parliament. They purported to show that the UK government wanted the ICC to indict President Kibaki and to arrest William Ruto and Uhuru Kenyatta in April.
In some ways the forgeries were quite sophisticated - they looked like genuine Foreign Office briefing papers. But in other ways they were very crude - they contained numerous spelling errors including the name of the High Commissioner spelled 'Tibb' instead of 'Tibber'. Both the UK government and Kenya government sources have confirmed they are forgeries.
Why would someone go to the trouble of forging these documents? Obviously someone wanted to prove that there is an international conspiracy to take Uhuru and Ruto to the Hague, and to thereby gift Raila the presidency.
Who would do such a thing?
That should not be difficult to find out. The MPs who introduced the fake documents into Parliament can explain where they came from.
What should be done now?
Firstly the Speaker should not allow the forged documents to be discussed in Parliament. House rules dictate that only genuine documents can be the subject of debate.
Secondly, the police should investigate to find out who forged the documents. This was a criminal offence.
