Moi further cautioned politicians against abusive language when responding to their challengers.
He said public rallies should be used to address development issues of interest to wananchi.
"When addressing rallies, politicians should talk about education, poverty, health and other development issues," he added.
He regretted that politicians had turned public rallies into forums to hurl insults at their adversaries.

More than 20 students were awarded certificates in Christian Ministry and diplomas in Theology. Mt Elgon MP Fred Kapondi was among leaders at the ceremony.
Moi told the local community to form committees that would assist them to grow.
"Come together and form small development committees that will help you to move forward," he said.
He appealed to the local community to donate more land to Africa Theological Seminary for expansion.
"We need to train more people who preach peace and unity," he said. He continued: "The more people we train, the easier it would be for us to sustain peace."
"I know most of you will work here in Mt Elgon. This place experienced violence and people need to be shown how to co-exists," he added. He said leaders from Mt Elgon should also not relent in preaching peace.
