Orengo not to blame for IDPs

Share/Save/Bookmark THE PNU have now decided that Lands minister James Orengo is primarily responsible for the failure to resettle the IDPs. This is as absurd as the PNU complaining that Prime Minister Raila Odinga is primarily responsible for the prosecution of the Ocampo Six by the ICC.
The truth is that 1,500 people were killed and 350,000 thrown off their land during the violence after the disputed December 2007 presidential elections.
The Waki Commission investigated and prepared an envelope with the names of those most responsible. Waki told Kofi Annan to pass the envelope to the ICC if Kenya did not set up a local tribunal by 2009. The rest is history.
It is embarrassing for the Ocampo Six that the IDPs have not been resettled because most are Kikuyu and most were evicted by Kalenjin from the Rift Valley.
This undermines the prospects for the electoral alliance between Uhuru Kenyatta and William Ruto in 2012. Orengo was not responsible for the displacement of the IDPs and responsibility for their resettlement was only transferred to his ministry from Special Programmes seven months ago. Moreover the Finance ministry has delayed releasing funds for resettlement. Orengo cannot be made a scapegoat for the shameful treatment of the IDPs.
