Public Service minister Dalmas Otieno yesterday said advertising of senior government posts that have stirred controversy will be a requirement to ensure only competent people take up the posts.
Speaking on the sidelines of a conference for permanent secretaries and accounting officers at the Leisure Lodge Hotel in Diani, the minister said the culture of officials being nominated without their consent and without going through the required procedure is set to end.
He said the positions of the Director of Public Prosecutions will be handled by the PSC and the Judicial Service Commission which is expected to process the nominations.
The minister, who was flanked by government spokesma, Alfred Mutua, said the positions of the DPP and the Controller of Budget would be advertised. “We do not want to give people jobs that they never applied for. If we make such appointments, it may be difficult for such a person to have a duty to Kenyans since they were taken on board without their will,” he said.
He said it will be a prerequisite that those filling the posts complete their contracts to ensure that it is a transparent and successful process.
