'Reds' pushing tribal agenda in opposing counties

Public Service Minister Dalmas Otieno has said leaders opposed to the Proposed Constitution fear ethnic chiefdoms would be demolished if Kenyans vote ‘Yes’.

He said the proposed laws if passed would end tribalism, which has threatened to tear the country apart.

Dalmas said the top leadership in the ‘No’ camp was campaigning for the rejection of the proposed laws to ascend to power.

Debate on counties

Speaking in Kasipul Kabondo Constituency during a funds drive for Nyahera Girls Secondary School, the Rongo MP said Special Programmes Minister Naomi Shaban and MPs Fred Kapondi and Wilfred Machage are promoting tribal hatred.

"Machage is opposed to the Proposed Constitution because the Kuria will share a county with Luos in Migori," claimed Dalmas.

"Shaban who is a friend and a colleague in the Cabinet, she does not want the draft laws to pass because Taveta has been put in the same county with Taita."

The minister said Kapondi was against the Teso and Bukusu sharing the same county in Elgon.

No imperial presidency

Area MP Oyugi Magwanga who accompanied the minister said that the constitution would end tribalism that had divided the country and spur development in marginalised regions.

Dalmas dismissed claims the counties would sideline some communities saying there were provisions for balance in leadership positions in regional governance.

He said the Proposed Constitution was good for the country since it has clipped the powers of the president.

"There will be no room for imperial presidency," he said.

The minister challenged Nyanza leaders to stop bickering and instead initiate development projects in the region.
