Speaking in a tour of eastern province, the president delivered an indirect attack on retired president moi saying he was against the proposed constitution yet he had failed to help the country achieve one during his tenure. And still in another indirect attack against higher education minister William Ruto, president Kibaki accused some leaders of turning their back on proposals that they themselves had engineered and negotiated.
