Kavuludi team halts police promotions, appointments

NAIROBI; KENYA: The National Police Service Commission (NPSC) has suspended promotions, appointments, and design of new emblems in the police force until after the General Election.
In a joint statement on Saturday, Internal Security PS Mutea Iringo, Commission Chairman Johnston Kavuludi and Inspector General of Police David Kimaiyo said the commission took the decision after a meeting in which it emerged recent changes had affected the morale of some officers and created confusion.
“The service is prepared to provide the necessary security coverage during campaign period, the polling day, post election period until a new government is in office,” they said.
There has been grumbling among some senior officers that the changes were causing confusion in terms of order and command.
Kavuludi said there was no crisis or vacuum over the move to suspend the said activities and revealed they are developing policies, regulations, standards and procedures to be used in implementation of the changes.
Command structure
Reports said there has been confusion on the command structure among about 200 officers ranked as assistant commissioners of police.
Those affected include all provincial police officers, their deputies, formation commanders, provincial administration police officers, officers in charge of operations, administration and CID and their deputies in all provinces, police headquarters and Office of the President.
Others are based in various police colleges and other institutions. The police said they did know whose orders to follow after all officers were reduced to a new rank of assistant inspector general of police.
Last week’s appointments were also halted on Saturday.
An instructor at the Kenya Police Training College in Kiganjo Mr Anthony Munga was named new police spokesman to take over from Eric Kiraithe, who was moved to the Kenya Airports Authority as general manager, security. Mary Wangui Omari will serve as Munga’s deputy.
