Gwasi MP John Mbadi is proposing an amendment to the Independent Electoral and Boundaries Commission Bill, which is expected to be debated this week.
The MP who sits in the Constitution Implementation Oversight Committee wants the Interim Independent Electoral Commission (IIEC) staff retained and those who worked for the Interim Independent Boundaries Review Commission (IIBRC) given priority for any vacancies in the new body.
The ODM legislator argues that one of the major recommendations in the Kriegler report was the establishment of a strong independent, competent and efficient secretariat to handle electoral issues.
“The Act of Parliament which created the Interim IIEC observes the same recommendations as the Kriegler Report and that there would be no reason to deny the current staff a chance to continue running the secretariat,” he says.
According to Mr Mbadi, the retention of the IIEC staff would be for continuity and competence since they have been there for three years and understand how things are run.
He also says that the staff of the defunct IIBRC should be absorbed in the Independent Electoral and Boundaries Commission once it is created by Parliament.
These workers understand the methodology followed when the proposed new electoral boundaries were arrived at, he says.
