Justice minister Mutula Kilonzo has warned politicians against early campaigns and instead concentrate on implementation of the new constitution.
Mutula warned that the implementation timetable is far behind schedule, and expressed fears that election might not be held in time. The new constitution stipulates that the next elections will be held on a Tuesday of the second week of August.
Yesterday, the minister said Parliament has a long way to go in terms of passing legislations if the elections are to be held in time. “Every time, I'm dismayed to see politicians criss-crossing the country campaigning while expressing interests in this or that seat,” he said. “Those who want to be president, senators, and governors seem not to have read the constitution and if they had read then they have not understood it.”
Mutula was speaking at the KICC in Nairobi when he presided over the launch of the National Cohesion and Integration Commission three-year strategy.
He said there are several statutes to be put in place and those in earlier campaigns should concentrate their energy in assisting the CIC and his ministry with the legislations.
Mutula explained the law on the formation of the Independent Electoral and Boundary Commission, elections law, formation of Supreme Court and the new political parties act should be in prioritized.
