Kalonzo roots for early House recall to clear pending laws

Vice-President Kalonzo Musyoka wants MPs recalled to speed up work on legislation crucial to the implementation of the new Constitution.
Parliament is traditionally expected to resume in March unless recalled early by the President or a petition placed to the Speaker by MPs.
Kalonzo said Parliament had a huge workload that should be cleared.
"MPs need to bear in mind the task ahead and I know if they are recalled from their break, they certainly will understand," said Kalonzo.
Wake-up callThe VP said the swearing in of the nine members of the Commission for the Implementation of the Constitution (CIC) was a wake up call to MPs that they should play their part in the implementation.
"I know Parliament is equal to the task and we will not disappoint Kenyans," Kalonzo said on Wednesday.
The VP, who addressed journalists at the Jomo Kenyatta International Airport, Nairobi, on arrival from Egypt, reiterated the need for Kenya to set up a local tribunal to try post-election violence suspects.
"The Cabinet agreed on the local tribunal, which I believe will lead to real reconciliation and healing," said Kalonzo.
Assistant minister Ferdinand Waititu, MPs Peter Mwathi (Limuru), Mithika Linturi (Igembe South), Mohammed Affey (Nominated) and Isaac Ruto (Chepalungu) accompanied him.
Yesterday, Kalonzo said the Truth Justice and Reconciliation Commission should make progress in its work, adding it had a key role to play.
The truth team was last year dogged by internal wrangles after commissioners rejected chairman Bethuel Kiplagat, who later resigned.
Kiplagat had faced pressure from fellow commissioners, the civil society and the public to resign after questions were raised over his credibility to lead the team.
His critics said he was in Government when a number of atrocities the truth commission is to investigate were allegedly committed. On the forthcoming Sudan referendum, the Vice-President said the process would usher a new dawn for citizens fo that vast nation.
Kalonzo praised Sudan’s President Omar al-Bashir for his visit to Juba, the Southern capital, on Tuesday where said he would accept the results of the vote even if voters decide to secede to form Africa’s newest state.
"The statement by Bashir is the hallmark of a true statesman. The southerners have a right to self determination," said Kalonzo.
On Internally Displaced Persons, Kalonzo said the Government was committed to resettling them, adding their continued stay in camps was a national shame.
