In a statement sent to the Press, Mr Muthaura, said there was "no informal secretariat or 'think tank' established at the Office of the President to subvert the ICC," contrary to reports appearing in a section of the media.
"The Government has formal institutions within which it transparently discharges its core mandate and thus Government cannot discharge its legal and Constitutional duties informally."
This came as Kenya's government admitted it may pay for the legal defence of the six suspects of the ICC, but indicated that the issue was still under review.

"The Government wishes to clarify that the figures reported in the media as the legal fees for the defence of Government Officials mentioned by International Criminal Court Prosecutor, Luis-Moreno Ocampo, are mere speculations and far from reality."
