COE Amendments Debate


The committee of experts on constitution review has termed demands by a section of politicians and the clergy that the process to amend the new constitution be initiated immediately as premature. The committee argues that the country cannot amend a constitution that has not been implemented in the first place. Furthermore, C.O.E says institutions that would allow for amendments, including the senate and the counties are yet to be established, effectively ruling out any amendments earlier than 2012.
