His appointment as the Kenya Anti Corruption Commission director is contained in a gazette notice and follows Parliament's recommendation and those of his two deputies.
Prof Jane Onsongo and Pravin Bowry have also been appointed as Kacc assistant directors.
The Kacc Advisory Board welcomed the move.
“They are all respected professionals and we have no doubt that they will intensify the war against corruption to the expectation of Kenyans,” said chairman Okong’o O’Mogeni on Friday.
The board is set to meet the three appointees on Monday to share with them the institution’s vision.
Most corrupt status
This comes only a day after Transparency International- Kenya chapter- released the East Africa Bribery Index that showed Kenya has relinquished its status as the corrupt country in the region to Burundi. It was placed third after Uganda.
“With the new directors in place, we hope to overtake Rwanda, which was ranked as the least corrupt nation in East Africa,” said Mr Omogeni.
The Kacc directors, who will each serve a five-year term, were recruited by the Advisory Board and approved by Parliament in June after been cleared by the Parliamentary Committee on Justice and Legal Affairs. chaired by Abdikadir Mohammed.
Dr Lumumba takes over as the chief executive at the institution after the acrimonious resignation of the former director Justice Aaron Ringera in September last year.
Dr John Mutonyi has been serving as the body's acting director since Mr Ringera's resignation.
