The presidential run-off scheduled for April next year could be pushed back due to the delay in finalising the Biometric Voter Registration (BVR) deal.
A new programme timeline set by the Independent Electoral and Boundaries Commission and circulated to political parties last month, has not taken off following the procurement hiccups.
The programme seen by the Nation had set the new date for voter registration for September and October but its August 31 deadline for procurement of new voter registration equipment passed.
The deadline for the recruitment and training of registration officers earmarked for August 31 and the finalisation of election regulations, which was to be concluded by July 31, also passed.
The commission on Monday advertised temporary jobs for County Returning Officers and their deputies while recruitment of BVR clerks advertised nearly a month ago is yet to be effected.
On Thursday, Committee on the Implementation of the Constitution chairman Abdikadir Mohammed warned that shifting of the elections date from March 4, 2013, was impossible.
He, however, said that all would be done to ensure the lost time was recovered. He said MPs were last evening due to pass laws on election rules to salvage the programme.
“Today we are going to pass the law on election regulations, which will affect the deadlines for the registration of voters so that it can end by January 4,” Mr Abdikadir said.
Kenya and Canada entered into a government-to-government deal to deliver 15,000 BVR equipment, but Canada Commercial Corporations is yet to identify a supplier after it dropped Electoral Services International for French company Safran Mopho.
