Bill lays down the law on coalitions

Political parties planning to form a pre-poll coalition must notify the registrar at least three months to the General Election, a new Bill proposes.

And the terms of the coalition must be deposited with the registrar in the same period, says the Political Parties (Amendment) Bill, 2011.
“In the case of coalitions entered into after elections, the instruments of coalition agreement must be deposited with the registrar within 21 days of their signing,” the Bill says.
It empowers parties to kick out rebels and demands that each party opens branches in all the 47 counties.
The Bill is awaiting Attorney-General Amos Wako’s approval.
The Commission on the Implementation of the Constitution will amend the existing Act and include the new requirements.
It proposes that all political parties must have a democratically elected governing body and promote and uphold national unity.
Before full registration, a party has to obtain at least 500 registered members.
“Existing political parties shall have 180 days to comply with this provision,” the Bill from Mr Mutula Kilonzo’s Justice, National Cohesion and Constitutional Affairs ministry states.
It also bars a party from having more than two members from one county in its governing body or having more than two thirds of the members from one gender.
Competitive and transparent
The proposed law seeks to clean up the political system and make parties more competitive and transparent.
It was developed by the Registrar of Political Parties and the Centre for Multi-Party Democracy and other stakeholders.
If will take effect 14 days after being passed by Parliament.
