Cabinet meets over reforms

NAIROBI, Kenya, Sep 15 - Kenya's Cabinet was on Wednesday morning locked in a meeting at State House, Nairobi to discuss the implementation of the new constitution that came into effect late last month.

The meeting was expected to focus on reforms in the judiciary, with a Bill on reconstituting the Judicial Service Commission (JSC) top on the agenda.

Justice, National Cohesion and Constitutional Affairs Minister Mutula Kilonzo told Capital newsbeat that the new bill would provide for water tight system of recruiting judges and magistrates based on merit.

"All recruitment exercise in this country are going to be transparent under article 10 it says good governance integrity transparency and accountability so even in those cases where the principles are required to recruit we are as a ministry recommending they advertise the vacancies," he said.

The new JSC will also recommend the new Chief Justice and his deputy and judges of the yet to be reconstituted Supreme court.

The meeting also came in the wake of sharp divisions over the posts of provincial administration officers with some arguing that they should be retained while others want them scraped off as stipulated in the new constitution.

The meeting on Wednesday was aimed at finalising discussions on constitution Bills that were not fully resolved in the last meeting which saw the cabinet approve a Bill on vetting of Judges and Magistrates.
