IIEC says it has no cash for referendum

A fresh cloud of uncertainty is hanging over the August 4th referendum. The Independent Electoral Commission says it has no money to carry out the exercise. IIEC Chairman Isaack Hassan says the commission has spent nearly all its allocation on the Matuga by election and the registration of prisoners.
