Uhuru, Ruto to appoint advisers

PRESIDENT Uhuru Kenyatta and Deputy President Willam Ruto are planning to appoint special advisers on various matters. Some of them will be based at State House while others will be working from the official residence of the Deputy President in Karen.
“Both the President and his deputy are keen to ensure that they make the best and well informed decisions that will take this country forward. That is why they have sought the services of experts in various fields,” said an official familiar with the plan.
The advisers will however not be on permanent and pensionable terms but will be paid allowances for their services. Although no formal announcement has been made yet, former MP Abdikadir Mohammed has already been appointed.
The former Mandera Central MP has been attending meetings in the Office of the President and the Office of the Deputy President in his capacity as special adviser in the Office of the President on Devolution and Constitutional Affairs.
On Tuesday he attended a meeting called by Ruto for the Commission on Revenue Allocation and Treasury to agree on what formula to use to dispatch cash to the counties.
Both former President Mwai Kibaki and former Prime Minister Raila Odinga had advisers no less than five advisers each.
Some of Jubilee politicians who lost in the March 4 general election have made a comeback via the special advisers list.
Former Kitutu Nyaribari Masaba MP Sam Ongeri, who vied for Kisii senator, will be appointed special adviser on governance issues in the Office of the President.
Ongeri was the TNA point man in the Nyanza region during the last general election.
Former Narc leader Charity Ngilu, who has been nominated Cabinet Secretary for Lands, Housing and Urban Development, has fronted former Mutito MP Kiema Kilonzo to be the special adviser of for youth and cultural affairs.
Treasury PS Joseph Kinyua will be special adviser on finance and economic affairs while Kengen MD Eddy Njoroge will be advising the government on energy and petroleum.
Former Cherangany MP Joshua Kuttuny will be appointed a special adviser on political affairs in the Office of the President.
Kuttuny, who has a background in political science, is said to have been given the green light because of the role he played in the general election.
Kuttuny, a close ally of Ruto’s, endorsed and campaigned for an ‘UhuRuto’ coalition even when the Kalenjin community had showed reservation.
Former Kaloleni MP Kazungu Kambi, who was earlier poised to be the Cabinet Secretary for Labour, will now be the special adviser and chairman of the Sh1.5 trillion Lamu Port-Southern Sudan-Ethiopia Transport project (Lapsset). Former Matuga MP Chirau Mwakwere will be the chairman of the giant parastatal, Kenya Ports Authority.
Other names that have been fronted to take up advisory positions include that of lawyer Jasper Mbiuki, who has been a TNA lawyer, and Nickson Korir who ran for Lang’ata MP.
Mbiuki will be legal adviser to the President at State House while Korir will be special adviser in the Office of the Deputy President on youth affairs and special projects. Uhuru and Ruto are yet to appoint adviser on women and children’s affairs according to the Office of the President source.
