Jubilee names team to manage its affairs in the House

The Jubilee coalition has finally settled on the team that will steer and manage its affairs in the National Assembly.
Garissa Township MP Adan Duale (URP) was unanimously picked to be the House Majority Leader at a parliamentary group meeting chaired by Deputy President William Ruto at the Safari Park Hotel in Nairobi.
Former Gender Minister and Taita Taveta MP Naomi Shaban of The National Alliance Party will be Mr Duale’s deputy.
It was agreed that Mr Duale, the Majority leader, will write to National Assembly Speaker Justin Muturi to give him names of those that the coalition will name as Government Chief whip and the deputy.
This, MPs said, would be done after the Majority leader consults with the Jubilee leadership, President Uhuru Kenyatta and Mr Ruto. It is understood, however, that former Internal Security Minister Katoo ole Metito is the likely candidate for chief whip while the deputy could be drawn from one of its affiliate parties.
The Deputy President is expected to chair a Senate Parliamentary group to officially pick its leadership for the top seats ahead of official opening of Parliament on Tuesday.
Tharaka Nithi TNA Senator Prof Kithure Kindiki is expected to picked as the Senate Majority Leader during the meeting. Kericho Senator Charles Keter of URP is poised to become Prof Kindiki’s deputy.
Nyeri senator Mutahi Kagwe and his Kiambu counterpart Kimani Wamatangi have also expressed interest in the seat.
Elgeyo Marakwet Senator Kipchumba Murkomen who had earlier been proposed for the deputy Senate Majority is now likely to chair the critical committee on devolution.
One of the key functions of the Senate is to protect devolution and ensure it takes root. Jubilee insiders intimated that the position of chief whip in the Senator would go to a woman Senator.
Meanwhile, the Jubilee coalition leaders have been invited for lunch at State House on Monday. Mr Ruto extended the invitation for MPs and Senators to dine with the President on Monday, ahead of the official opening of the two Houses.
It is understood the luncheon will discuss how the MPs should carry out their legislative responsibilities in their respective Houses.
The luncheon also comes at a time National Assembly members are agitating for retention of salaries that MPs were paid in the 10th Parliament.
An informal meeting (kamukunji) of MPs with their Speaker Justin Muturi expected to take place on Thursday, to discuss the salary issue.
