Fall vacant
The Internal Security docket fell vacant following the death of George Saitoti and his assistant Orwa Ojode in a plane crash on June 10.
Mr Ole Metito's Kajiado South constituency, renamed Loitokitok, borders that of the late Saitoti's, where a by-election held on Monday saw the election of Moses ole Sakuda as the new Kajiado North MP.
Mr Otuoma's appointment as Local Government minister comes after Deputy Prime Minister Musalia Mudavadi resigned from the post to contest the presidency in a United Democratic Forum (UDF) party.
The Sabatia MP also announced that he had left ODM.
Before Mr Otuoma' appointment, Regional Development minister Fred Gumo was doubling up as the Local Government minister in an acting capacity.
Previously, the Funyula MP was the Youth Affairs and Sports minister.
