Lands minister James Orengo has said he would not announce his interest in any political post until laws governing the implementation of the new constitution are adopted.

Making his declaration on Tuesday, Mr Orengo dismissed people “who are busy holding secret meetings and dishing out seats to some people in Siaya and other counties”, saying they were campaigning rather too prematurely.

He said they should be patient until the constitution was fully implemented.

Mr Orengo described as “improper” campaigns for the positions of senator, governor or the constituency legislature by some prominent people.

He said such haste could result in the ordinary people being convinced to choose inept and corrupt leaders.

The Lands minister, who was talking to leaders at Bondo constituency hall, said the public should wait for the laws on the powers and responsibilities of senators, governors and MPs to be implemented before making their choices.

He urged residents of Siaya counties to elect people of integrity to the three posts and guard against choosing “selfish seekers”.

“Huge sums of money will be devolved to the county governments for development projects and this kind of money can only be properly managed by prudent persons of integrity,” said Mr Orengo.

On a silver platter

The minister told the youth that although their rights were enshrined in the new constitution, positions of leadership would not be given away on a silver platter and urged them to compete with the other leaders on a level ground.

Mr Orengo, who was accompanied by Bondo MP Oburu Odinga, asked the leaders to carefully study the devolved government system and ensure they understood the new structures before making their choices on who will represent them.

Dr Oburu said MPs had no choice but to pass the necessary legislation implementing the new constitution.
