The Attorney General's office is the best performing Ministry according to 2008/2009 performance contract results released Monday.
The Nyayo Tea Zones was named the best performing parastatal followed by the the University of Nairobi. The Kenya Literature Bureau was third.
The Sports Stadia Management Board was the worst corporation followed by the Numerical Machining Complex and the Postal Corporation of Kenya.
The Ministry of Forestry and Wildlife, headed by Dr Noah Wekesa, was rated the worst closely followed by that of Gender and Children Services.
The Agriculture Ministry which was evaluated during William Ruto's tenure who is now the Minister for Higher Education scooped the second best followed by State House, the Provincial Administration and Planning Ministry.
Also in the top 10 are Heritage and Culture ministry, the Public Service, Ministry of Lands, Ministry of Roads and Information and Communication .
The performance contracts evaluation results of public institutions were announced by President Mwai Kibaki and Prime Minister Raila Odinga.
Kangundo town council emerged tops in the Local Authority category beating Nairobi City Council that was rated the best in the previous year.
The Ministry of Foreign Affairs and the Public Service Commission were not ranked since they did not sign the performance contracts.
Releasing the results, Prime Minister Raila Odinga warned that the Government will continue to take strong actions to strengthen Ministries whose performance is rated poorly.
"The names of poor performing ministries will continue to be published in the print media. A reprimand will be issued by the President and the Prime Minister. In addition, those ministries will be provided with further guidance by the Office of the Prime Minister" the PM said.
The Premier said 33 per cent of the Ministries secured positions in the "Very Good" category, with the remainder, that is 62 per cent, in the "Good" category.
He added that the share of Ministries in the "Very Good" category increased from 25 per cent in the previous results to 35 per cent this time, while the share of Ministries in the "Good" category fell from 75 per cent to 65 per cent.
