UHURU’s executive COMMAND – SONKO/ SHEBESH ordered to support WAITITU with immediate effect.




Thursday February 28, 2013 - Just like his late father Mzee Jomo Kenyatta, Deputy Prime Minister Uhuru Kenyatta has executed an “Executive Order” today, by ordering former MPs Mike Sonko and Rachael Shebesh to support Nairobi Gubernatorial Aspirant Ferdinand Waititu with immediate effect.

Speaking at Panafric Hotel during the launch of Waititu’s manifesto, Uhuru who was accompanied by his running mate William Ruto, forced Sonko and Shebesh to stand up in front of the crowd and declare before the open cameras that they are supporting Waititu.

This made Sonko and Shebesh obey their ‘master’s orders’ and they declared that they will support Waititu, pledging to work together for the sake of the Jubilee coalition.

Uhuru said for Jubilee Coalition to win the March 4thpoll, all leaders must work together.
Uhuru who looked furious also ordered Waititu to show Nairobians why he is fit to be a Governor, warning him to campaign with the two but not with their rivals.

Uhuru ordered the three to start their Nairobi campaigns immediately for the sake of a Jubilee win in Nairobi.

This came a day after Sonko and Shebesh had declared that they have dumped Waititu for APK’S Jimnah Mbaru.

NAIROBI, Kenya, Feb 28 – The commission that investigated the helicopter crash that killed former Internal Security Minister George Saitoti, his assistant Orwa Ojode and four police officers last June, has blamed French firm Eurocopter for the accident.
Commission chairperson Justice Kalpana Rawal says the helicopter manufacturer had installed a test version of a device that should raise alarm in the event of an engine malfunction, but without the knowledge or approval of the Kenya police when it received the helicopter.
She said the prototype Vehicle Engine Monitoring Display (VEMD) was installed on December 4, 2011 after the helicopter’s operational certificate had been issued.
“Eurocopter committed a glaring irregularity. Any irregularities were to be shown on that VEMD but instead of the real one, a prototype was installed before the aircraft came to us and after our authorities had given the pre inspection certificate,” she explained.
“And according to the witnesses before us, the commandant was not informed of this installation and it was a serious fault,” she maintained.
The commission, which listened to 66 witnesses, also observed that the helicopter was not being maintained by its manufacturers and was purchased before its tendering process was complete.
Rawal urged the Kenya Civil Aviation Authority (KCAA) to take up the matter of the prototype arguing that it should be investigated further.
“KCAA should send a protest note to the European Aviation Safety Authority on the basis that Eurocopter knowingly allowed for use of a prototype part on an operational aircraft,” she said.
She also called for an overhaul of KCAA saying it required a total transformation, both in terms of finances and infrastructure, to ensure that it achieved its mandate.
The commission, which also established probable cause of the crash as loss of aircraft control in poor visibility, added that it was unable to determine the exact cause of death of the six Kenyans because of poor post-mortem assessment.
Rawal called for the urgent establishment of a National Forensic Teaching and Research facility to help handle such issues.
“An opportunity was lost to the commission to determine whether cause of death was due to carbon monoxide poisoning, traumatic injuries, fire injuries or a combination of any of these,” she explained.
The Kenya Police Air Wing was also faulted with the commission accusing it of having shortcomings in the fields of training, safety management and continued air worthiness checks.
“This could be the reason for the underhand functions of the wing,” argued Rawal.
The report has been forwarded to President Mwai Kibaki, who wants another committee formed to implement the findings of the Rawal-led team.
Rawal, who was accompanied by Maj Gen (Rtd) Harold Tangai, Capt Peter Maranga and Frederick Opot, handed over the report to President Kibaki at his Harambee House office on Thursday.
Saitoti and Ojode were killed last year on June 10, alongside Captains Nancy Gituanja and Luke Oyugi and bodyguards Joshua Tonkei and Thomas Murimi.
The commission of inquiry was immediately appointed to investigate the chopper accident that occurred in Kibiku area of Ngong.

‘Pilot error’ blamed for Saitoti crash

NAIROBI; KENYA: The team probing the helicopter crash that killed former Vice-President George Saitoti and five others last June believes that the chopper's two police pilots lost control due to “poor visibility”.
However, the craft's manufacturer also came in for criticism over the fitting of uncertified equipment.
Prof Saitoti, then the Internal Security Minister, died alongside his deputyOrwa Ojode, pilots Nancy Gituanja and Luke Oyugi and two police bodyguards.
A commission of inquiry led by Deputy Chief JusticeKalpana Rawal revealed on Thursday that the probable cause of the accident was poor weather in which captains Gituanja and Oyugi were unable to manoeuvre the plane. Commissioner Captain Peter Maranga said ‘pilot error’ was likely as the two police pilots were not sufficiently trained to fly in poor weather.
“The final report is a product of through evaluation of the evidence adduced before the Commission and a critical analysis of the technical reports received from various experts,” Justice Rawal said.
The Judge added: “Through the entire process, the Commission appreciated the gravity of the public interest in the subject of the Inquiry. We also have been conscious of the public perceptions and expectations that have been created through the process of the Inquiry.”
The commission criticised Eurocopter, the manufacturers of the ill-fated plane, for installing an uncertified prototype component called the Vehicle Engine Monitoring Display (VEMD), which allows the pilot to keep an eye on how the engine is functioning. They urged the Kenya Civil Aviation Authority to send a protest note to the European Aviation Safety Authority (EASA), which regulates aviation in Europe, over Eurocopter allowing the uncertified VEMD to be used in an operational aircraft.
The Rawal team said that they could not determine whether the death of the six victims of the crash was due to carbon monoxide poisoning, traumatic injuries, fire injuries or a combination of both.
The Inquiry said that the Kenya police Airwing, which operated the helicopter has serious shortcomings” in the fields of training, safety management, and continuing airworthiness.
The Commission said the decision to purchase the helicopter from Eurocopter was made before tendering process was completed as per the legal requirements. Rawal handed over the report to President Kibaki on Thursday in the afternoon after completing its compilation in December last year.
Lawyers of the family members include Mayani Sankale, Ashford Muriuki declined to give an immediate reaction to the Rawal announcement until they study the whole report. However, the judge indicated that an earlier objection by the Saitoti family to the release of the report to the President and the public was withdrawn. Reports by experts on six key components sent abroad returned without having a bearing on the cause of the accident.
President Kibaki is expected to make public the contents of the Rawal report to allow the public to study it comprehensively and buck the trend of the past where inquiry reports into aviation accidents were not made public.
The commission heard from 66 witnesses, tested various components of the subject copter by experts in United Kingdom, Canada and France and considered submissions from various lawyers representing the families of the victims and interested parties such as Eurocopter, police and the Kenya.
The team recommended an overhaul of KCAA  for it to better deliver on its mandate of maintaining aviation safety through enhanced funding  from Treasury and limiting itself to regulatory functions by delinking itself from the Air Navigation Service, and East Africa School of Aviation.


Cord urges supporters to deliver first round win

The Coalition for Reforms and Democracy (Cord) has told supporters to come out in large numbers to vote and deliver a first round win.
Cord presidential candidate Raila Odinga and his running mate, Kalonzo Musyoka led the alliance in campaigns in the Rift Valley and western Kenya.
The leaders addressed rallies at Kenyatta Stadium in Kitale, Bungoma town, Malava border and Busia stadium.
Speaking in Kitale, Mr Odinga urged all registered voters to turn up and vote on Monday, saying their vote is crucial in determining Kenya's destiny.
He told supporters to rally behind Cord and cast their ballot to enable it win in the first round.
"Come next Monday, I call upon each one of you to turn up in large numbers, vote as a block in favour of Cord and I know we shall win in the first round and as from March 5 we are going to start marching towards true change and transformation of this country,” Mr Odinga said Thursday.
Mr Odinga dismissed Cord opponents as having nothing new to offer Kenyans.
"Be wary of conmen who are peddling propaganda and empty rhetoric that would not benefit any Kenyan. They have nothing new to offer you, therefore, must reject them,” he said.
Mr Msuyoka appealed to Trans Nzoia residents to turn up and vote for Cord to claim victory on March 4.
He pledged that the Sh6 billion earmarked for the presidential re-run would instead be channelled to other areas such as grants for the youth and women as well as in poverty alleviation.
"The secret of winning in the first round is for you voters to turn out in large numbers and vote, we will implement the new Constitution to the letter and liberate this country,” he said.
Mr Musyoka asked Cord opponents to concede defeat when they lose and to join in building the nation.
Ford Kenya leader Moses Wetangula asked Cord supporters to mobilise the electorate to vote for the coalition, expressing confidence that the alliance will win and form the next government.
