An election monitoring body has censured Prime Minister Raila Odinga and Vice-President Kalonzo Musyoka for leading other public servants in misusing State resources during the recent South Mugirango by-election.
Institute for Education in Democracy (IED) Executive Director Peter Aling’o, in a report on the observation of the by-election, said: "We wish to note senior Government officials including the PM, the VP and Cabinet ministers continued to use State resources to campaign for their candidates with impunity."
He said despite the top leaders engaging in an illegality, no action had so far been taken either by the Interim Independent Electoral Commission or the Registrar of political parties.
The PM addressed rallies in South Mugirango for two days as he campaigned for the ODM candidate Ibrahim Ochoi while the VP and several ministers campaigned for PDP’s Omingo Magara.
The IED that observed the by-election campaigns for two months said in future Interim Independent Electoral Commission should compel senior Government officials wishing to participate in an election to use their own resources to campaign.
Aling’o, however, praised IIEC saying it conducted an acceptable by-election, in which the constituents elected a leader of their choice.
"The final outcome reflected the wish of the electorate in South Mugirango despite cases of bribery being reported," he said.
