Kakamega speaker wants motions in Luhya language

THURSDAY, MARCH 28, 2013 - 00:00 -- BY SHABAN MAKOKHA
THE speaker of Kakamega county assembly has called for amendment of the constitution to allow assembly members to speak in their mother tongue.
Maurice Buluma wants the Kakamega assembly allowed to use the Luhya dialect.
He said most assembly members may not be able to express themselves well in either English or Kiswahili.
Addressing press in Matungu after the burial of Fridah Okumu, the mother of Mumias ACK Bishop Beneah Salalah, Buluma said the language will be a challenge to the assembly members.
“The law should be amended to allow the county reps to use their mother tongue so they can express matters concerning their people effectively,” said Buluma.
“The county assembly members should be allowed to use any of the three languages including English, Kiswahili plus their mother tongue,” he said.
His sentiments were supported by Namamali ward representative Kelvin Olengo who said it is a way of celebrating diversity and culture.
“But as the official lingua franca for debates and motions, it should only be allowed to a reasonable extent” said Olengo.
Buluma appealed to Kakamega governor Wycliffe Oparanya to organise for induction courses for the assembly members to learn how to conduct business in the House.
“There is need for the members to understand how the assembly works plus its Standing Orders,” said Buluma.
