Puzzle as Kiplagat ‘reports to work’

The truth commission boss, who is under investigation over allegations of misconduct, on Wednesday reportedly carried out unspecified duties in his office.
Truth, Justice and Reconciliation Commission chairman Bethuel Kiplagat is reported to have performed a number of duties from around 9am to 1pm.
The press was barred from entering his offices at National Hospital Insurance Fund building in Nairobi’s Upper Hill.
TJRC chief executive officer Patricia Nyaundi acknowledged that Mr Kiplagat was in his office on Wednesday even though a commission investigating his conduct had not cleared him.
“I’m also puzzled because he is not supposed to report to the office until the commission clears him,” Ms Nyaundi said.
She said Mr Kiplagat, whose spirited fight to stay in office has been opposed by activists, did not communicate to her that he would be in the office.
“He did not get a brief from me and since I am out of office I can’t tell what he was up to,” Ms Nyaundi said.
An Administration Police officer, who was at the reception, told the Nation that she had been instructed not to allow journalists into his office.

“I have received a call from my boss who has ordered that no media personality goes into his office,” she said.
Attempts to contact Mr Kiplagat were unsuccessful as he did not answer phone calls. He also did not respond to SMS messages.
In April last year, Mr Kiplagat stepped aside after controversy raged that he was not fit to chair the TJRC because he is suspected to have been involved in the 1984 Wagalla massacre.
Eight members of TJRC later petitioned then Chief Justice Evan Gicheru to name a tribunal to look into his conduct.
