The State is set to reveal secrets of a post-Kibaki government to leading presidential candidates, government officials said on Sunday.
Among the presidential flag-bearers expected to know how the post President Kibaki government will look like is Coalition for Reforms and Democracy presidential aspirant Raila Odinga and Jubilee alliance’s Uhuru Kenyatta.
Newly confirmed Civil Service boss Francis Kimemia on Sunday confirmed that top officials at the Office of the President (OP) would take a select number of presidential torchbearers through the Constitutional requirements of the new Cabinet in the coming weeks.
According to Article 152 of the Constitution, future Cabinets will comprise between 14 and 22 Cabinet secretaries — the new name for ministers.
The OP is in the final stages of preparing a framework to be used by future presidents to form their governments. 
Some of the ministries proposed for merging include Basic and Higher Education; National Security and Defence and Local Government and Nairobi Metropolitan Development.
Home Affairs will bring together ministries of Immigration, National Heritage and Culture, Special Programmes, Development of Northern Kenya and Provincial Administration.
Mr Kimemia in an interview with Nation said they had finalised a framework that would be discussed by the parties.
Among the proposals in the framework is the creation of 21 ministries.
The Public Service boss, who also chairs the Committee on the Assumption of Office of the President, said issues to be discussed include preference of particular ministries over others.
“Because we are down-sizing, we also need to tell them why we think particular ministries are necessary over others,” he said.
Upon agreement and consideration of the recommendations, the framework will be presented to the President-elect as per requirements of the Constitution.
