Even though the District of Columbia does not have senators or a voting member in the House of Representatives, they are awarded three votes in the Electoral College. Residents of the District of Columbia could not vote in presidential elections until 1964. The 23rd Amendment, which gave D.C. 3 electoral votes, was ratified in 1961.
