Kenyans to be charged for double listing

The Interim Independent Electoral Commission (IIEC) Wednesday requested President Kibaki to declare August 4, the referendum date, a public holiday.

Speaking after issuing election register to observers, IIEC chairman Ahmed Isaack Hassan said this would ensure Kenyans turn out in large numbers to vote on the proposed constitution.

He said 12,470,443 Kenyans have registered for the referendum. He further said a total of 50,837 voters will be charged with double registration for the referendum on the proposed constitution.

Meanwhile, a Civil Society Group has unveiled a modern system to monitor the Electoral process to improve accountability and transparency in the voter tabulation exercise in the fourth coming referendum.

The modern system will provide systematic and representative information on qualitative aspects and tabulation of results in election process and also to verify the official vote count.

Speaking in Nairobi, Mr. Peter Alingo, Electoral Lobby Group (ELOG) committee member, said that the organization will deploy 702 Parallel Vote Tabulation (PVT) observers who will be supported by 210 supervisors and 10,000 general observers supported by 240 general observations in the constituencies

PVT is a scientific and advanced method of collecting, transmitting and analyzing election results announced by the Electoral Management Body (EMB).

"We need to build capacity to maximize the performance and impact of domestic observation," he said, adding it will safeguard the integrity and restore public confidence in the electoral process.
