Uganda dons say Joho's transcripts are forged

A commission of enquiry from Uganda investigating Mombasa Governor Hassan Joho's academic credentials has said his certificates were forged.
In a three-page statement of findings sent to Dr Muyingo John Chrysestom, the Higher Education Minister in Kampala, the Lecturers' Union Association for Universities raised several points that led them to the conviction.
In a letter dated December 2 and titled Verification of academic qualification of Hassan Ali Joho, the lecturers said there are a lot of discrepancies in Joho’s official transcript provided by Kampala University and one produced by the Youth Leadership for Democratic Governance and Guidance, which is marked as an exhibit in an ongoing court case in Kenya.
The letter, signed by Lecturers Union Association of Universities chairman Dr Ochana Francis, says there is no official report from the head of department at Kampala University regarding the matter.
“There was only one single receipt showing a lump sum payment yet this is not possible since extra fees are incurred by students in case they retake papers,” the letter reads.
There are no course work tests of all his results in form of scripts showing how he was sitting for the examinations per semester, according to the commission’s findings.
The commission says there is no official attendance list or any information to prove that Joho attended any classes for the holiday in-service student programme.
“There are no official admission documents in the file showing when he joined KU and what his minimum academic documents are i.e. in primary certificates, O level, A level, or any equivalent and or any other qualification, which was used to admit him as entry requirement,” the letter reads.
“The recognition and equation of qualification from Kenya only recognises the institution's degree but not the genuineness of the documents or the identity of the holder thus Joho and KU have the burden of proving the authenticity of their documents.”
It was also noted that the youth development group produced transcripts from the University of Nairobi and a public NTV interview where Joho confirms studying at a local Kenyan university and transferring his credits to KU.
The youth group also produced a graduation completion form duly signed by Joho himself confirming the same.
“The letter addressed to ‘whom it may concern’ is a quark letter that does not denote professionalism. It could not have been sufficient for Kenya's IEBC to clear Joho because the rules and regulations in the copy provided to us indicates submission of original certificate and transcripts, not a letter denoting to whom it may concern,” the letter reads.
“We also noted that in some documents the first name appears first and in others, the surname comes first. As lecturers, this is defective and hence proof of fraudulently obtained documents. The signatures in the ID are different from his known document signature contained in all his nomination general clearing documents and other academic documents. This is a clear case of fraudulent ID that probably could have been used by someone else and thus modified to be Joho's.”
The letter from the Ugandan lecturers’ union has also been copied to Presidents Yoweri Museveni (Uganda) and Uhuru Kenyatta (Kenya).
