Former Prime Minister Raila Odinga said his push for a referendum is not meant to destabilise Jubilee but to improve livelihoods of Kenyans.
He said besides allocating more funds to counties, once the constitution is amended provincial administration will also be restructured.
Raila said the constitution states the administration should be restructured yet the country's executive has only renamed it.
He said the amendments will ensure the chiefs, their assistants, Dos and the DCs report to the governor.
Currently, the DCs' titles were changed to deputy county commissioners while the Dos are assistant county commissioners.
Raila was addressing Christians at Liyavo Catholic Church in Kwanza constituency Trans Nzoia county yesterday during a fundraiser.
“These are among many reasons that we are calling for the referendum. Whether they like it or not, a referendum must take place,” Raila said.
Raila was with Senate Minority Leader Moses Wetang’ula, Governor Patrick Khaemba, immediate former Siaya Governor Cornel Rasanga, Senator Henry Ndiema, area MP Ferdinand Wanyonyi and Kapenguria MP Samuel Moroto among others.
The Cord leader said the constitution only gives a 15 per cent of the total county revenue to be allocated to counties but does not spell out the maximum money.
“The figure may be played by the executive and that is why we want to make the changes before Kenyans are exploited,” Raila said.
He faulted President Uhuru Kenyatta for assigning Lands Cabinet Secretary Charity Ngilu the role of investigating title deeds which were illegally acquired.
“The issue of investigating land matters and issuance of title deeds is not of the President or executive. This should be left to the National Lands Commission” Raila said.
Wetang’ula said cord has 24 governors who will collect each 100,000 signatures each to make it 2.4 million to call for a referendum.
A referendum requires a million signatures.
